UK Councils Intend to Dispose of Community Hubs and Sports Centres to Manage Finances

Based on a latest poll of municipal councils, English councils are preparing to sell community centers, athletic facilities, and retail spaces as they rely on a fire sale of assets to balance the books.

Increasing Financial Challenges Prompt Asset Sales

The Key Cities Group for major urban areas in England reported that six out of ten of councils are intending to dispose of properties to meet the escalating costs of adult and children’s social care.

Councils have previously faced criticism for selling public land and open spaces to support their finances, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

This coalition noted that a significant number of authorities attempting to generate funds from a quick sale of assets represented “a clear change from 2024, when the majority (60%) of municipal officials said they would focus on service redesigns and using financial reserves to manage increasing fiscal pressures.”

Detailed Cases of Planned Disposals

One local authority in southeast England announced its property management strategy featured the sale of a shopping centre in a local town and a social club in Rochester to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties owned in two English counties, which all provide rental income for Medway council, will also be disposed of under the plan.

Local Levy Rises and Wider Fiscal Strains

This research of councils in the key cities group, which covers several urban centers, further found that over seven in ten of authorities will need to increase local levies next spring to cover the growing cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council explained it will press ahead with property disposals after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting innovative approaches but certain measures require time to deliver both better provisions and cost efficiency,” said a council leader.

He added: “There are demographic pressures which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Forecasts

Research of county councils recently further found local finances being stretched by the growing number of children and older individuals needing special educational assistance.

The County Councils Network projected that council deficits will reach £4.4bn a year by the end of the decade, as they grapple to cope with rising needs.

Ministers have delayed planned reforms to the Send system until next year after a white paper outlining those reforms was recently delayed.

Disadvantage and Funding Shortfalls

Based on the latest indices of deprivation (IMD) covering English councils, several participating urban areas were included in the most disadvantaged in England.

  • “Participating urban centers like several major towns place in the top 30 across the country under the latest deprivation indices,” said the report.

“Although only a single urban area is among the top 10 for disadvantaged communities countrywide, urban areas are much more prone to be in the most deprived fifth of the nation. The data highlights the scale of difficulties confronting municipal officials across major urban centers in the next twelve months,” the analysis concluded.

“Local government leaders have been clear about the necessity for a fair and sustainable funding system that reflects and addresses the real levels of deprivation and demand,” said a council leader.

“Without this, councils will persist to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their communities.”

One in five of councils have reduced or weakened care services in the past 12 months, the survey found.
